However, the government, as Jamie Dimon shared, is basically wasteful and incompetent.

As good as Jamie Dimon is, I have to disagree. When I turn on the faucet, clean water flows. When I get in my car I can drive across the country and feel reasonably assured that most of the other cars on the road are roadworthy and being driven safely. Without a competent government in place life would be completely different. Are some decisions not optimal? Yes but that does not mean the organisation is not competent.

Is the government basically wasteful? Surely there is some waste, it happens in my household as well, but that does not mean, basically wasteful.

At the margin, there can be improvement, but it requires thoughtful review of processes, refining the processes and then reviewing the process change to ensure no unintended consequences.
