In the meantime Putin will probably continue to pound Ukraine cities with missiles and drones.

That seems likely. Russian exports to the U.S. were only about $3 billion last year, compared to an overall economy of about $2 trillion. If there's an economic sanctions package that can affect Russian behavior in Ukraine, tariffs will be at most a tiny tiny part of that.
