It's common knowledge that Trump has multiple reasons for wanting to hobble California.

It's a majority blue state, although we did inflict Ronnie Raygun on the world.

Trump failed at most of 'the deals' he tried to make in California.... the Palos Verdes golf course being the exception.

The ranchers, drillers and farmers support him for his deregulation mantra.

Trump panders to the commercial fishermen with deregulation chatter that he claims will restore US fishing industry to global dominance. So they love him for that.

At the same time Trump promises to divert river water to the large agricultural companies that exploit California water to grow water intensive export crops; almonds, alfalfa, cotton.

No river water, no salmon (and a bunch of other fish that require bays and estuaries.

Loved his 100day lies about giving everybody water in their showers and toilets, 14k goldplated or not.
