That WILL stop the flow. At least as much as it can be stopped. If they can't find jobs without documents, they are much less likely to come here without documents. But the work still needs to be done, so get a proper migrant worker visa system (that includes health screens).

Without that, it is utterly impossible to stop the flow. The wealth disparity is too large, and the employment opportunities too great, to resist.
