Most optimistically -- or naively -- major changes to weapons system procurement plans could allow for a vastly higher ratio of applied lethality to cost, allowing equivalent or better military capabilities to be provided for orders of magnitude less cost, reducing deficit spending that is impairing the larger economy.

Excellent article WTH. Good history lesson and insights into to procurement swamp.

One snarky quibble with this, however;

reducing deficit spending

One thing we can count on is that our rapacious politicians will ensure any "savings" on Military spending will be re-invested in new social spending. We are constantly lectured that lowering the deficit can only be accomplished by making "them" pay their fair share in taxes.
