The Senate doesn't matter. His nibs can cut off ammo and spare parts supplies, and cut off the flow of intelligence, while blaming Ukraine. All Putin has to say is "no" to any proposed revisions, and Trump will blame Ukrainian intransigence. Most of us realize Trump cares not one whit for the lives of Ukrainian, or Russian, Proles. He wants a Nobel, and thinks the easiest way to get one is "ending the war" by forcing Ukraine to surrender. According to the net sifter, the practical cut off date for consideration for a Nobel is January 31, so Lord Trump is on a tight schedule to cram capitulation down Ukraine's throat.
I could almost make a case for Ukraine swapping the area it did not control, prior to the invasion, for NATO membership, but NATO membership is a no-go for Putin. Putin wants Ukraine laying nekked, so he can pull back, for a bit, to retrain and reequip, (and Lord Trump pockets a Nobel) then invade again and roll up more.
Meanwhile, the rest of the EU is taking note how the US is no longer a reliable partner, or equipment vendor.
