It's an engineering problem, but also a policy problem. The original Colorado River Compact promised more water to the adjacent states than the River can actually deliver. Wasn't a problem until recently, when everyone wanted "their share" (due to booming population and agriculture).

So even when they fix the plumbing, they are still going to have to address the fact that they can't get more water than the River can deliver.

In a new study, researchers found that alfalfa and other cattle-feed crops consume 46% of the water that is diverted from the river, accounting for nearly two-thirds of agricultural water use. The research also shows that agriculture is the dominant user of Colorado River water, accounting for 74% of the water that is diverted — about three times the combined usage of all the cities that depend on the river.
