Looks like a set-up. Homan likely will make a "recommendation" to the Pedophile Protector that since victory has been achieved -- ALL HAIL THE GRAND PEDOPHILE PROTECTOR -- no further ICE/CBP intervention is required in Minnesota.

It also may mean a shift in who has the upper hand in the internal disagreements within the Administration, between Homan's position and the Miller/Noem position.
Homan has generally been understood to favor hardline immigration against people who have committed serious crimes. His preferred approach is for ICE/CBP to really concentrate resources on identifying the portion of the population here illegally, and going after them. You know, "the worst of the worst." The metric of success for that approach is how many dangerous criminals get removed.
Stephen Miller and Kristi Noem, however, generally want ICE/CBP to go after everyone, without putting much emphasis on differentiating between the folks who have committed no crime (or whose crimes are either related to illegal entry or are relatively minor) and the "worst of the worst." The metric for success for that approach is how many people are removed, whether dangerous criminals or not. You also want to make sure everyone knows that you're not prioritizing dangerous and violent people. If people here illegally think you're prioritizing dangerous and violent people, most of them will feel that since they are not dangerous or violent that they can go on with their lives, rather than flee the country.
Because they have different goals, the two camps also have different approaches to tactics. The Homan camp can most effectively achieve their goals by doing what we might call "old fashioned" arrest/detention techniques. You identify when the target is likely to be away from other people, preferably in the very early hours of the morning, to minimize friction in taking them in. You don't need it - and probably don't want it - to be dramatic.
The Miller/Noem camp, though, benefits by doing things differently. You want friction. You want to seize people everywhere, at any time, especially in places where there are lots of other people around. You want not just to deport the people you grab, but you want as many people as possible to get scared and leave U.S. in fear. You want stories of how horrible it is, and how anyone can be taken at any time with no warning - so that all the people who aren't dangerous or violent get the message that ICE/CBP will treat them exactly the same as dangerous or violent people, and they will leave in fear.
As you can see, the "get everyone as dramatically as possible" approach has been the main one so far. So, if Homan is being sent to take charge of Minnesota, it might be a signal that Trump now believes that Miller and Noem's approach is hurting him politically, and is willing to shift gears.

He starts by removing any/all felons with 10 or more felony CONVICTIONS. Spankee GONE.
Homan gets hung by his requirements.
1. He is put under oath by a Congressional Committee.
2. He is then ordered to produce a COMPLETE LIST, BY STATE, of each and every "criminal" individual he SWEARS needs to be arrested and deported. PLUS, he is required to provide the LOCATION OF EACH AND EVERY "criminal" individual he HAS SWORN "needs to be found so that person can be arrested and deported". The COUNT OF INDIVIDUALS TO BE ARRESTED--per state--shall be deemed reasonably accurate if the TOTAL FOR THAT STATE--CLAIMED UNDER OATH--is within 10% (TEN PERCENT) of the CLAIMED figure.
3. Now, with "list in hand", each and every state CAN search for, find, and turn over to federal authorities each and every person ON THAT LIST--AT THE SWORN LOCATION.
4. Fun part: For each NON-"criminal" person sworn by Homan to be a "criminal", the US govt shall REDUCE THE BUDGET OF ICE/CBP by $25-million, which Congress is prohibited from re-appropriating from ANY source. The $25-million shall be given to relief agencies working to PROTECT SUCH INNOCENT PEOPLE FROM THIS TYPE OF CRIMINAL ACTIVITY BY THE GOVT. In order to set a MINIMUM CRIMINAL STANDING, any individual with LESS THAT 34 (THIRTY FOUR) FELONY CONVICTIONS, SHALL BE DEEMED TO HAVE NOT COMMITTED ANY CRIMES. People released under this MINIMUM CRIMINAL STANDING, SHALL BE ELIGIBLE TO CLAIM DAMAGES BY ICE/CBP IN THE AMOUNT OF $5-million (FIVE MILLION) US DOLLARS, which shall be turned over to the person by ICE/CBP when the courts determine the number of felonies fall below the minimum standard.
5. EACH AND EVERY US CITIZEN TAKEN BY ICE/CBP shall be immediately paid $10-million (TEN MILLION) US DOLLARS AS COMPENSATORY DAMAGES for Homan's professional errors and omissions.
6. The family AND parents of EACH AND EVERY US CITIZEN KILLED BY ICE/CBP shall EACH immediately be paid $50-million (FITY MILLION) US DOLLARS.
7. The ONLY PROOF required to claim payment per #5 shall be proof of US citizenship by the person taken by ICE/CBP FOR ANY REASON.
8. The ONLY PROOF required to claim payment per #6 shall be proof of death by--or in the custody of--ICE/CBP FOR ANY REASON.
9. If the number of names SWORN UNDER OATH TO CONGRESS does NOT reasonably approximate the number of people CLAIMED BY HOMAN, ICE/CBP shall pay the state where there are substantively too few people identified by HOMAN. The amount to be paid to the state shall be $50-million (FIFTY MILLION) US DOLLARS PER PRISONER FALSELY CLAIMED AS BEING UNDER THE CONTROL OF THAT STATE.
