It was unclear what legal authority the Trump administration would operate under. Chris Wright, the energy secretary, said the administration was in “active dialogue” with Venezuela’s government about the plan.

Yeah, sure, if you can call this dialogue: "Nice government you have there. It would be a shame if something were to happen to it."

It was unclear what legal authority the Trump administration would operate under.

Stephen Miller spelled out that authority two days ago. For those who didn’t catch that conversation with Jake Tapper, just know that none of the English translations of Miller’s words do justice to the original German.
