Wise ... 1% on my EUR balance ... I would love to find some way to keep cash balances in EUR that were more or less keeping up with inflation but until I have my residency card here in PT I don't think I'm going to be able to create a brokerage account

If you have PT residence maybe you can open an account with BBVA = Banco Bilbao Vizcaya Argentaria (Ratings: A-Standard & Poors 2025, A3-Moody's 202), A-Fitch 2025). Big Spanish bank which currently is about to enter the German market by offering 3% for new customers, guaranteed for the next 12 months.

The last point is the best, as other German banks offer nearly the same for new customers, but only for 3 or max. 6 months.
