Though, as long as they weren't colluding with other grocers, I don't think this is illegal. Collusion would trigger RICO, I believe. Though they did get that insulin douchebag several years ago, and I don't think he colluded. So maybe there's some law somewhere.

This is common, really. Especially in medicine. There isn't usually a price list until you see a bill. They charge whatever they want, there is very little competition (do you price-shop a hospital?), and almost no transparency. And when you need it, you need it. Usually urgently (so no time to price-shop, even if you wanted to).
