It's an engineering problem, but also a policy problem. The original Colorado River Compact promised more water to the adjacent states than the River can actually deliver. Wasn't a problem until recently, when everyone wanted "their share" (due to booming population and agriculture).

So even when they fix the plumbing, they are still going to have to address the fact that they can't get more water than the River can deliver.
