It's not a theme. It's the law. If the Congress tells the President to spend money on things, he has to spend the money on things.

Only after 2/3rds of them override his veto.

It's pretty simple - the President is required to follow the laws passed by Congress.

And signed into law by the President. No one's disputing this, so the history lesson isn't required.
