Because it wasn't going to fail.

Hmmm...so let's ask ourselves why that is. Oh, right - I know. Because it was so filled with loads of things the democrats wanted.

It was a terrible bill.

There's plenty of Republicans who would have been perfectly happy to avoid this mess and just get the spending bill done so they could have gone home for the holidays without shutdown chaos.

And once the details came out they were funding all sorts of nasty things they would have had primary challenges in 2026.
