And those aren't even the best odds. RCP compiles the various betting sites, converting their odds to percentages, and as of this morning Betfair has the line at an 11% chance of Biden winning. Basically 9:1 odds. So if you think Biden's going to pull through and win at the end, you can get a great price on that wager:

That's the average. They list the individual betting sites below. You can get Biden at 11 on Betfair, which is the best price.

As for the above, it's not that strange. Trump's the favorite to win, in the high 50's, giving a little more than 40% chance for the Democrats. Bettors are split between Biden, Harris, and Rest of Field being the Democrat to beat him. They think Harris has the better shot against Trump, but that Biden's got a better chance at being the nominee.
