BHM: Could that be related to slap on the wrist type punishment or no punishment at all, or no cash bail for new cries perpetrated by someone with ten or twenty priors?

It's because our society is really not easy for those who've been to prison. If you want to improve a prisoner's chances substantially of not going back in, give him $500 to $800 a month for two years I've read.
