Why would they need access to the code at all?

How do you know the payments are being routed properly and there wasn't some kind of programmatic error?
How do you know how robust the code is?

You folks are thinking in terms of 1st Order The Bad Orange Man Is Doing Bad Things Because Reasons. What you're forgetting is that there are other objectives:

You're godd@mned right that somebody ought to be looking at Treasury's source code.
