When asked if Medicaid was impacted by the pause, Leavitt couldn't immediately say from the podium and she would "check back."

Which most likely means the WTF gears in her head were turning.

Because, again, the criteria set out in the original memo did not exclude Medicaid from the freeze.

And one more time: only a moron or a deepstater would think that it would.

Because the memo was drafted so badly that it did apply to Medicaid, as written.

Did it explicitly say, "cut of Medicaid"?
