I think you're missing the point of the re-examinations, Steve. (Same as with SNAP.)

Re-examination of thousands or millions of files of immigration paperwork from the 19 targeted countries will undoubtedly show a very high percentage of fraudulent applications, applications which are ineligible on their face but were mishandled by the Biden administration or prior admins, and other discrepancies which at a minimum, require further investigation.
You know, like we can pretty confidently make the assumption, at this point, that Somalis in Minnesota commit a disproportionate amount of government benefits fraud.

However, if you're correct to interpret whatever Trump said (or however it's being interpreted) as "targeting all 53 million foreign born people living in the United States," I completely agree with you.
The targeting should be much more focused, specifically on any would-be immigrants or non-citizens who hail from Arabic or Islamic-controlled areas.
They are clearly the most dangerous to allow into the country, at least not without an extremely invasive, detailed and lengthy vetting process.

If the standard is "disruption" there is plenty of that here, and you can't point a finger at one bunch as the source of that disruption. There are lots of native born USian white, Christian, people who are a "public charge" too, along with rapists, drug dealers, murderers, fraudsters.
