The answer is in the article itself:

The Omaha, Nebraska-based conglomerate is decentralized, and Buffett is not involved in its subsidiaries' day-to-day operations.

Each manager making his own decisions. Some might hire additional staff, others doing the opposite. No need to see a central(ised) strategy behind the summarizing number of probably different single decisions.
