The guy that was rousted in Minneapolis said the agents wanted to scan his face. Initially, he refused. But, he said, they didn't want to look at his passport, on his phone.
Years ago, the FBI announced that you could write to them to see if they had a file on you. Thing was, if they said that they didn't have a file on you, they would start one, to see why you asked.
Could be the same thing here. Scan a guy's face, putting him in the database. Then the next time they roust the same guy, they say "you're in the database. you win a one way trip to El Salvador".

Yah, but I don't think that was in the field. I'd be interested if they have a satellite link or other to that database in the field.
I think if the sit down with each state, they can iron out releasing state detainees by providing a judicial warrant. That should go a long way to solving problems. If they did have satellite uplinks and give judicial warrants for state detainees, train them better, and look for competence in leaders it would alleviate some concerns. I have to say this for them though, they haven't been accidentally killing people so far.
