If his "warrior board" purges large numbers of general officers immediately, solely for policy reasons, you're talking about something else entirely.

Not really. It's not just about pronouns. The Pentagon bureaucracy has been horrid for years. I'd highly recommend this book

...about the guy who invented the notion of the OODA loop (Observe, Orient, Decide, Act) which is the cornerstone of American tactical doctrine for the last 40 years. His concepts of aircraft design gave the Pentagon the F-15, the F-16 and the A-10, arguably 3 of the most successful combat aircraft ever built.

Even back in the 1970s you had a bureaucracy chock full of people who weren't thinking about what they were supposed to be doing. Now...it's much, much worse.
