You'll probably be disappointed.
Most of the people that you're thinking of aren't going to leave, because they won't really have any immediate direct reason to do so. Put simply, most of Mamdani's proposals are never going to get implemented, because the Mayor lacks any authority to implement them. The Mayor of NYC doesn't have any direct taxing authority to begin with, and the taxes that are set by the City Council (property and sales taxes, mostly) are uniform and not tied to income levels. Without funding, nearly all of his economic proposals are dead in the water.
No doubt Mamdani will keep his promise to "fight" for his proposals, but it's unlikely he'll get much of a reception in Albany. I'll freely admit that I have no direct knowledge of NYS politics, but there's no indication that he's got the votes he'd need to make any major changes in the tax obligations of NYC residents.
So then why would people pack up and leave? Sure, there's lots of stuff that Mamdani can affect - but few of those are things that would prompt wealthier folks who have stuck it out through the de Blasio and Adams administrations to take off. Honestly, I think the folks who will be more affected would be the people who can't afford to rent U-hauls - free bus service is devastating for people who actually use the bus system, if you can't fill up the funding hole created by the farebox revenue loss.

Having lived through how fast an ineffective, weak mayor can piledrive a city, I'm here to tell you that Mayors can have a huge negative influence on the places they run.
Cops get votes. As in, if they don't feel like Hizzoner has their backs, you'll see retirements shoot through the roof and officers transferring to other departments as more of them say "I don't need this sh1t".
Then there's basic city services. Mayors control all that. Inevitably this guy is going to decide that things the city used to do they're not going to do any more...things like cleaning up graffiti and policing homeless.
Yeah, I've got my popcorn ready. I watched Seattle go from one of the greatest places in the entire country down to "Holy crap, wtf is going on here?" in the span of something like 6 months. Here's hoping NYC doesn't learn the hard way.
