Hillary was blamed for Benghazi because, as Secretary of State, she failed to provide proper embassy security when the threat was known. Then, during the attack itself, she blocked U.S. military forces from rescuing the embassy staff.
Then, when questioned by Congress, she denied any responsibility for her craven conduct which got people killed. She said "At this point what does it matter?"
In contrast, Trump had no prior knowledge the Jihadi MurderBot attack would occur. When it did occur, he immediately ordered 500 more troops to D.C. and instituted a policy clamping down on immigration from high risk countries.
