Two points:

1) Again, this is a scene where the mob has already overrun the security perimeter around the Capitol and breached three police barricades, forcing the regularly police detail to retreat and call for emergency reinforcements. You can tell because they've already swarmed over the scaffolding visible in the shot (part of the preparations for the inauguration). And the emergency reinforcements need to clear the crowd, because - again - the mob has already blown through the regular security buffers making it impossible to ensure the Capitol's safety unless they disperse. "Shite got crazy" before this happened.

2) No one "fired munitions." That's a tear gas canister. This might even be reverse-angle shot of the same video in your earlier link that show a police officer throwing a tear gas canister into the crowd. Tear gas is a very common, almost ubiquitous method of trying to get a crowd to disperse.
