Caligula, erratic and brutal Emperor of Rome, ruled 4 years, assassinated in 41CE

…famously showed his contempt for the Roman Senate and for any restrictions on his own power, by proposing to appoint his favorite horse, Incitatus, as a consul.

The horse didn’t make it. Caligula was assassinated by his own Praetorian Guard before the horse could take office.
