IMHO, the vastly more important question is, "Who draws the line?"

I'd turn it back on you. Who do you think draws the line? In the end it's the USSC, but who does it before them?

Who determines an item is disinformation?

Back at you. Who do you think decides before the USSC? Ministry of truth? You are getting way out there. You think dystopia is now?
