Of course, liberals will optimistically say "improve" and conservatives will pessimistically say "control". This difference concisely synopsizes their different politic philosophies and the policies they wish to enact.

I am not sure you are right.

I think improve will be the choice the vast majority of everyone. The question really hinges on how does a person see or think of the word "improve."

I'm only implying that the conservative view that gov't's main purpose is to control people provides the rationale for reducing gov't's role in people's lives as much as possible. At least federal gov't.
