Not sure that the United States has standing to challenge how a state sets up Congressional districts within that state's borders. I could be wrong on that.
It would probably have to involve unlawful discrimination in violation of the U.S. Constitution or federal statute.
So if Bondi can prove that California is racially discriminating in drawing its districts, she may be able to proceed.

Yeah that's why I said racial discrimination would be required.
Partisan gerrymander means discrimination by political party i.e. favoring Democrat vs. Republican which I don't think is a "suspect class."

Correct. Racial gerrymanders are a violation of civil rights laws. But the court held there is no Federal remedy for partisan gerrymander, in spite of such a gerrymander appearing to violate the "equal protection" clause, by seeking to suppress the votes of certain groups, by non-racial means.
