True, but I speculate there might be a legal term other than "murder" that applies?
Surely there is some statute that applies to the broad spectrum of, errr, "misconstruing your job duties", but I'm not sure what. Seems to be without premeditation but with clear intent to cause death or something close to it...some sort of high degree of manslaughter or low degree of murder? Both of those are state laws I believe. Maybe some extra boring stuff like firearms or civil rights offences?
Some might reasonably interpret that one of them had a rational fear for his safety. But one would also have to note that most of the shooting was after that risk had clearly passed, given the car's route plainly turning away from him.
