Actually, the judge sounds incompetent. Although Le is obviously also incompetent.
All of these District Court judges trying to micromanage ICE operations are going to get overturned if the cases ever get reviewed on appeal.
It's not the place of District Court judges to micromanage federal agencies. Separation of powers applies.
If a judge wants to issue a valid, enforceable order, it has to be specific enough so that it can actually be enforced.

There are many different ways a judge has to enforce his or her orders. But they have to be legal orders.
Boasberg had this problem too.
Court is not the place for these judges to politically posture and they need to stop doing that.
If a litigant comes into court seeking relief, and the judge finds cause to grant that relief, then the judge should issue an order reflecting that, as well as including some sanctions for violation of that order.
This is very commonplace in most litigation--"Your client must be present to be deposed by such and such specific date or his/her case will be dismissed." Etc.
When you mix a judge like this with a hysterical incompetent attorney for the government (who clearly acted unethically, as the judge himself noted), you're not going to get a clear idea of what the problem actually is, much less any workable solutions.
Basically Ms. Le came into court and said "My job sucks."
Well, yeah, hundreds of thousands of lawyers every day could walk into courtrooms around the country and make similarly valid statements.
The marginally competent ones don't.
