Turns out the actual statute of limitations is 5 years for felony dumping.

Since the SOL has expired, Bragg is the right guy to concoct a work around by charging Kennedy's felony dumping of the bear was done in furtherance of another crime. Unlicensed taxidermy perhaps? Or no permit to transport an exotic animal. No worries, when Bragg decides to get the man, he will find a crime or 34 crimes if necessary.
