I replied with that context in mind, thinking a health inspector who observes a number of employees working in a restaurant but not washing their hands before leaving the restroom. As he writes each a citation, he asks for id and each of them presents their Birth Certificate and their US Passport both confirming their status as a US citizen. That citation certainly is an interaction with a government agency. So, after handing them their ticket, the health inspector should proceed to conduct a voter registration of some sort.
I really don't think that is what you meant, but you seem to avoid saying so.
