The Trump administration said it would monitor elections in California and New Jersey, which Democrats called an attempt at voter suppression.
"Monitors" are not supposed to interfere with people voting. On the other hand "challengers" can challenge a voter's qualification to vote. Right now, only eight states have formal polling place challenger laws (Michigan is one of them) I can see a Congressionally passed law, or Trump decree, requiring challengers in every state, dressed up as "election security". Then the challengers sit at the polling place, and demand proof of citizenship from anyone who looks like they may not vote "their way".
