No it doesn't. Bad actors of the world act up and lash out all the time - constantly, forever, and irrespective of whether America is perceived as "weak" or "strong." Bad actors have their own assessments of their interests, incentives, and motivations - and for many (most) of them, the relative strength of America is a trivial factor in their assessments.
The conflict between the Israelis and the various terror groups in the region has been going on for decades. Very little of it is directly affected by whether those terror groups "respect" the President or not. I expect that those groups have always regarded all US Presidents as weak in their eyes, and in terms of the Israeli-Palestinian conflict care about the US only to the extent that we provide material military resources to Israel. Otherwise, they are entirely concerned solely with regional actors.
It's farcical to pretend otherwise. Hamas doesn't care who the President is. Neither does Hezbollah.
