Uhhh...Neither Cheney nor Harris nor Biden are in the military. It would not be appropriate for them to appear in front of a military tribunal. They are not foreign nationals in Gitmo (which is a completely separate can of worms). They are US citizens, born and raised. They get to be in front of a civilian court.

Next Trump is going to want to execute them with a 20mm cannon (like Kim did to his uncle a few years ago).
