Whether true, or not, it's a convenient narrative to use to tell the ICE agents they are "in enemy territory, everyone is against you, everyone wants to attack you", to make it easier for the ICE agents to treat locals with utter contempt We gave seen what ICE agents think in cases like the WGN staffer that was cuffed and shoved into a van, then detained for 7 hours, before being released without charge, or the US citizen, Army vet, who was held incommunicado, for three days. "They are all the enemy...they all hate America", because they don't precisely toe the regime line.

Yep, I see it as prepping the public to be more behind agent activity, and to help excuse any violence and mistakes on the parts of the agents. So far there are no actions against agents connected to the cartels. A killing by the cartel hasn't happened yet though.
