"Remain in Mexico" only works while Mexico cooperates.

Sure. And they were. (They said 'yes' during Trump's Presidency).
Until Biden terminated the deal. Now that they know Biden is paying a political price, well, the price for their cooperation went way up.

They're acting on their own incentives and playing their cards as they should. Biden messed up by allowing them to do that.
