That's a truly remarkable speech, thanks for posting the link. For those who didn't click through, it's well worth reading the transcript--doesn't take long. He outlines the direction of realpolitik without despondence for countries not big enough to count among the Great Powers.

It's so rare to hear a politician actually say something rather than just posturing and pandering or announcing something performative. Mr Draghi is the only other one that springs to mind. I guess it's something you get with technocrats called in during emergencies, but not otherwise.

As noted recently in Foreign Affairs, the last 80 years have been the longest stretch without war between great powers since the Roman Empire. Mr Carney observes drily that the "notional rules" era is definitively over. But it shouldn't be that hard to learn how middling powers should best comport themselves in times of great power dominance and rivalry. And, statistically pretty likely, of war.
