this is most likely short-term chaos.
as trump prefers it, whoever suffers the most 'wins', and winning is defined as sufficient control of media consumed by the uneducated and cult-firsters.

let's assume nations have learned to reciprocate reliability of promises to trump based on past history, and are happy to say whatever for him to move on to the next target to scam.
