Well, Trump apparently thought the "MS-13" letters were real too! Yes, he's a moron:

TL;DR: The he M, S, 1, 3 characters were clearly photoshopped for explanatory reasons, but the tats were really on Abrego-Garcia's hand, though whatever their real meaning may be is still up for debate.
