As an independent commission.

No, they changed that. There are rules and laws that require transparency and openness for independent advisory commissions, and they didn't want to do that (they were already getting sued for failing to comply). So they repurposed an existing actual part of the White House (the United States Digital Service) and renamed that as DOGE. DOGE is no longer an independent commission and is now part of the White House structure:
