That does appear to be the case. Calling them terrorists when they clearly are criminals, doesn't give a legal basis for a missile bombing. And since its cocaine, which people generally don't overdose and die on, that makes it even less so. We don't know what was on the panga for sure, but the small possibility it was fentanyl is not reliable, so cocaine it is. So this just looks like distraction - because the Epstein list is the bomb!
If the drugs were perceived as causing a societal breakdown, then terrorist might be apt even though the object is money, not some ideological or other cause. We had no basis to use missiles, and pretty much everyone knows it.

I suspect there’s a lot of people who don’t know it. They’re bullies who don’t care about anyone but themselves. On a national level they don’t care about other countries. So blowing up a boat full of foreigners is just fine with them.

...and on the Right. It's the Right that most propagates the "American exceptionalism" narrative. Anyone who tries to remind people the US was founded in genocide and built on slavery, is branded as "woke". Recall, Trump ordered the assassination of the Iranian Quds Force commander, and several other officers, in Iraq, without any niceties like a declaration of war on Iran.
Over the years, the Israelis assassinated a number of Pal/Hamas honchos in Gaza, killing and wounding several civilians in the process. Of course, now, the Israelis seem to think that all Pals in Gaza are members of Hamas. Seems the Israelis wear the same mantle of exceptionalism as the US.
