Steve, I'm playing chess. :) If the ICC moves first, then we need to deal with the ICC. I don't like how that looks and want less drama. If we move first, then the ICC has reason not to move, or to delay any move they had contemplated. So we look better.
I watched in the Philippines where Duterte began Operation Oplan, which ultimately broke down into executing druggees, narco gangs, etc. Having named Peter Lim the biggest drug lord in the Philippines, Lim requested a meeting. Duterte let him leave the country. Looks like a pardon doesn't it?
