Hmmm... I have to figure out how this works.

SNIP Rodrigo Duterte, the former president of the Philippines, was arrested on Tuesday in Manila, after the International Criminal Court issued a warrant accusing him of crimes against humanity in his war on drugs in which, human rights groups say, tens of thousands of Filipinos were summarily executed.

He was taken into custody at the airport in Manila after returning from a trip to Hong Kong, according to the Philippine government. Mr. Duterte’s lawyer, Salvador Panelo, said the arrest was unlawful, partly because the Philippines withdrew from the court while Mr. Duterte was in office.

Mr. Duterte, 79, who left office in 2022, is a populist firebrand who remains one of the Philippines’ most influential politicians, and he has enjoyed relative immunity despite several accusations against him in connection with his antidrug campaign.

It looks like though Duterte withdrew the Philippines from the ICC, he didn't stop relations with Interpol, so the warrant is good and served by Interpol. So we're going to have the spectacle of Duterte being tried for the murders that happened during his drug wars. I woold bet they can transport him to the court too.

I saw that.

A quick check says the Philippines still has an obligation to cooperate, and any crimes prior to withdrawal are still subject to investigation. This according to the SCOTP.

I saw that.

A quick check says the Philippines still has an obligation to cooperate, and any crimes prior to withdrawal are still subject to investigation. This according to the SCOTP.


The government is still not cooperating, the courts appear to be, but it was INTERPOL that made the arrest, and the Philippine police didn't hinder. So even though he helped elect BongBong, Bong Bong appeared to not interfere with Interpol.

Maria Ressa has a good book out - How to Stand Up to a Dictator. Watching how Duterte deal with anyone who criticized him was interesting. He filed a bunch of lawsuits against Senator Trillanes and revoked his amnesty, which the Supremes later said was valid. Senator DeLima spent six years in arbitrary detention and the cases were bogus or overturned. Ressa herself faced multiple lawsuits and was convicted of cyberlibel. One Newspaper and TV channel lost its air license and the channel was shut down. Another newspaper lost its offices when the lease was gound to be faulty. So they play hardball there and it will be interesting to see what happens to Dutz.

I remember the TV channel losing its license. And the persecution of opposition leaders.

But Duterte is in the Hague now. According to this article, Bong Bong was instrumental. Though it looked like it was more personal than just "obligation under the law".

I wish more governments would do this. We should have handed-over Kissinger, for example, instead of protecting him. It remains to be seen if the Felon does anything to warrant ICC charges, but if he did I would hand him over in a heart beat. (Part of my "no one is above the law" stance. I would also hand over Biden if he was charged. I'm not partisan about this.)

Marcos initially refused to co-operate with the ICC investigation, but as his relationship with the Duterte family deteriorated, he changed his stance.

Vice-President Duterte said her father's arrest amounted to "kidnapping", claiming it violated Philippine sovereignty. She left Manila for the Netherlands on Wednesday, according to her office.


That deterioration is puzzling, because Sarah's switch to becoming his VP cemented his presidency, and the ICC case got revived in 2023 about 9 months before Sarah said she wanted to cut BongBong's head off. Strangely, the split is attributed to different views about China and the US. Dutz was Pro China and then appeared to soften as all the promised infrastructure loans to Build, Build, Build fell apart. I was happy they fell apart so the Phils didn't take on prohibitive debt. And it wasn't clear which happened first.

Dutz learned. He thought he could talk to the militant Muslin side, and that didn't work. He released a bunch of NPA prisoners to get the NPA to the table and that didn't work. Then he got tough with the NPA and that did work - and it was just as you thought, NPA recruits were the poor jobless guys who got lured in by promises - Duterte didn't punish them if they surrendered, and helped them find jobs, get training.

On my island, Negros, the police pulled 12 socialist sugar cane worker organizers out of their houses and executed them. And the NPA gunned down six police in what looked like an ambush. But on our island the NPA was training recruits they got from colleges - go figure.

Right now it looks like Marcos suckered Sarah, then turned on her with accusations of corruption - constant attacks. But why he would turn isn't clear - unless she was using the Chinese against him. The Chinese backed Duterte into the Presidency. Marcos thinks we're a more reliable ally than the Chinese. So the revival of the ICC case seems to be a way to lessen the Chinese influence by Duterte and his daughter. Puzzling, because before I left it seemed that Duterte had become disenchanted with China.
