Everyone has their own idea of what constitutes "waste". To a "JC" any spending that benefits Proles, is, by definition "waste". "JCs" will agree, that giving the money to *them* would be an "investment", not "waste".
One of the candidates for Gov in Michigan right now, is saying he will eliminate the state income tax, by eliminating "waste fraud and abuse", and take two cents out of every dollar the state spends. Michigan spends $35.6B on heath and human services, and $21B on public education. The "JCs" would be fine with having all that spending eliminated, and the money given to them instead, while the Proles, whose services were taken away, were given a lecture on "personal responsibility".
