It has been suggested here, that Lord Trump does not want a budget agreement. He wants a shutdown, so he can make the draconian cuts of departments he doesn't like, by decree, and blame it on the Dems.
The Atlantic is picking up on that idea.
Trump’s Grand Plan for a Government Shutdown
he’s empowered Russell Vought, the White House budget director who has long been an evangelist of slashing the government, to cut away.
Vought will do “what DOGE couldn’t do,” one senior White House official granted anonymity to discuss internal strategy told us. “He’s wanted to hurt the bureaucracy; he’s wanted to shrink the bureaucracy. This might be his chance.”https://www.yahoo.com/news/articles/trump-grand-pl... A quick look at departmental budgets, showed me some $1.8T/year of spending that Lord Trump could eliminate, because the activities only help Proles and/or burden "JCs".
Take $1.8T in government services away from the Proles, and use tariffs to take most of another $2T away from the Proles, and the budget is balanced. Then they can enact more "JC" tax cuts.

I say Go For It, Trump.
If he thinks there will be no negative feedback/consequences from bulldozing
$1.8T from Federal budget, then let him do exactly that. Put a match to it,
and set things aflame. Might be the truly hard lesson that Americans need to learn
about Trump and MAGA.
But I think they're bluffing.
And if not, the epitome of FAFO for all Americans. Think $1.8T ain't gonna
be missed or felt ???

The most problematic cut would be the VA, which accounts for nearly a third of that $1.8T. Any good dictator can tell you, you need to keep the army on your side Outside of that, would the majority of his base miss HUD, or the PBGC, or the CFPB, or the EPA? Would his base, who he has been telling the education system only does "woke indoctrination", miss the Dept of Education?

The VA is losing employees all over the place. Massively short-staffed because many healthcare professionals are refusing to work for the VA.

The ultimate tax cut comes with defaulting on the debt.
Then the mother of tax cuts get rid of all the social programs.

Can't zero out all taxes, because TPTB say the government has a vital function: take from the Proles, and give to them. If there were no taxes, or "user fees", the government would not be able to perform this "vital" wealth transfer program.

***ripped from today's headlines***
How Trump could use a government shutdown to turbocharge his economic agenda
That nascent effort is already being likened to the Department of Government Efficiency formerly led by Elon Musk, with many affixing the moniker "DOGE 2.0" this time around.
"A lot of good can come down from shutdowns," Trump offered Tuesday evening as the deadline loomed, adding, "We can get rid of a lot of things that we didn't want, and they'd be Democrat things."
Trump budget chief Russell Vought announced Wednesday both a hold on roughly $18 billion in infrastructure funding for New York City and then the cancelling of nearly $8 billion in green energy money to blue states.
On the issue of tariffs, Trump's team is making clear that the work of setting up future duties isn't stopping.https://currently.att.yahoo.com/finance/news/how-t...So, why would Lord Trump want the "shutdown" to end? It gives him an excuse to shut down the things he doesn't like, while advancing the things he does like, without "interference" from Congress. All hail the "unitary executive".
