Personal responsibility goes back the the Puritans, and the Puritans developed it mainly form Calvinism and other sources We've had "the protestant work ethic:" for a long time. Somewhere along the line it got bastardized. They believed if you were prosperous God smiled on you, and if you were poor God didn't. It even went as far as if you broke your arm, that God broke your arm.
I remember reading Cotton Mather recounting how in a local Indian village one out of twenty Indians survived a disease outbreak - 95% kill rate. This supported the belief of manifest destiny, because God killed the Indians so that we could take spread across the continent.

The notion of personal responsibility goes back a lot further, thousands of years at least.
There's something somewhere in the Bible about storing away excess grain during the years of plenty, to prepare for the coming years of famine.
