He is following Jamie Dimon's lead: "how to blame all the questionable/illegal things on 'rogue underlings', while personally profiting from their questionable/illegal activities". ie, Trump is a typical "JC".
Remember Iran/Contra? Reagan and Bush both claimed total ignorance of the people in the White House basement, that were moving considerable quantities of US arms and money around.
