The rules are that if Mayorkas has committed a crime in the state of Texas, he can be prosecuted and tried for that crime in the state of Texas.

Is human trafficking not a crime in Texas? Or at least, aiding and abetting it?

Mayorkas has not committed the crime of human trafficking.

Well...this would be the question, wouldn't it?
